The FD Department's Planning Division manages the City's built environment and provides research and analysis on the City's physical, social, economic, and environmental conditions.
 
The Planning Division works with the Plan & Zoning Commission to recommend land use policies for the future including Land Use Plan amendments, rezonings, ordinance amendments, and subdivision review.  The Staff also works with the Board of Adjustment in interpreting the zoning ordinance through zoning appeals, variances, and special exceptions.
 
The Planning Division accumulates raw data enabling the Planning Division to act as a resource for other City Departments.  The Division conducts original research and data compilation of topics ranging from comparative demographic analysis to analyses of the City's economic development policies.  Geographic Information Systems (GIS) are also utilized for map generation and spatial analysis of land use topics and environmental concerns.

Downtown Zoning Policy

This is the current zoning throughout a majority of downtown. However, some parcels are zoned Arterial Commercial, Office Commercial, Light Industrial or Multi-family. Click here to access the complete zoning ordinance.

o The elimination of the BC district will require minor changes to other sections of the City's zoning ordinance, particularly any references to BC.

o The sign ordinance is proposed for amendment to permit "classic signs" and to prohibit projecting signs that are not classic signs. Click here for a link to the proposed ordinance, with all proposed changes highlighted.

o The City's nonconforming ordinance is also proposed for minor update, to clarify and remove any ambiguity as it relates to downtown uses that may become legal, non-conforming. Click here for a link to the proposed ordinance, with all proposed changes highlighted.
